Capt. Chelsey L. Zwicker

Capt. Zwicker is a native of Pennsylvania and graduated from the United States Naval Academy in 2005 with a degree in Aerospace Engineering. Initially commissioned as a Student Naval Aviator, she transferred into the Cryptologic Warfare Community in October 2006.
After IO Basic, she was assigned to Naval Information Operations Command (NIOC) Maryland in November 2006 as a National Threat Operations Center exercise and plans officer. She earned her Information Operations qualification and her Master of Science in Strategic Intelligence from the National Defense Intelligence College.
In September 2010, Capt. Zwicker reported to NIOC Bahrain and deployed to Al’Udeid, from November 2010 through July 2011 in support of Operation Iraqi Freedom, Operation Enduring Freedom, and Maritime Support Operations in the Arabian Gulf. Capt. Zwicker was the Officer in Charge of the detachment and qualified as a Communications Evaluator and earned her Naval Information Operations Warfare pin, and Naval Flight Observer pin. In November 2011, Capt. Zwicker transferred to OPNAV N13F, the Navy Foreign Language Office and served as the Action Officer liaison to N2N6. She was the plank owner and program manager of the Asia Pacific Hands Program. In November 2014, she reported to Naval Information Dominance Forces Command as the Flag Aide and deputy Executive Agent to the Commander. During this tour she completed JPME 1.
In June 2016, Capt. Zwicker reported to Fleet Cyber Command / 10
th Fleet and served as the STO chief, deputy SAPCO, IO and EW leads, Space Operations Officer and Fleet OPSEC Program Manager. During this tour she earned her Command Qualification, Battle Watch Commander Qualification, Joint IO planner’s certification and Space Cadre VS5 and VS6 Qualification. In January 2019, she detached FCC / C10F and completed JPME 2. In May 2019 she reported to Navy Information Operations Detachment, Kaneohe Bay as the Officer in Charge. She disestablished NIOD Kaneohe Bay in July 2020. In April 2020, she reported to Carrier Strike Group ELEVEN as the DIWC for Integrated Fires. She served during Nimitz Strike Group’s 2020-2021 deployment. She earned her Space Cadre V7 AQD and a NPS Graduate Certificate in Space Control.
In June 2021, she assumed command of NIOC Yokosuka. She disestablished NIOC Yokosuka in October 2021 and then served as the Director of NIOC Hawaii N3J, Yokosuka. In June 2022, Capt. Zwicker reported to INDOPACOM JIOC where she served as the Deputy Commanding Officer until June 2023. She completed the Senior Pacific Leadership Academy while serving as the Deputy Chief of Operations until July 2024.
In July 2024, Capt. Zwicker currently serves as the Commanding Officer, Navy Information Operations Command Pacific and Commander, Task Force 1070.
